Phoenix Pathways Programme Framework

The Phoenix Pathways Programme Framework establishes the philosophy, principles, structure and standards through which Phoenix supports young people aged 16–19 who may require a different pathway towards education, personal development, employability and successful adulthood.

The Phoenix Pathways have been designed particularly for young people who may have experienced disruption to education, disadvantage, exclusion, care experience, involvement with the youth justice system, school disengagement, barriers to learning, special educational needs and disabilities (SEND), or other circumstances that have affected their opportunities to participate, progress and achieve.

Our programmes offer a personalized pathway for young people aged 16–19 who may not thrive in traditional education settings. We work to rebuild confidence, engagement, motivation, essential skills, independence, and aspirations, supporting progression towards further education, training, employment, and positive destinations.

Education Re-Engagement and Additional Support

The programme can support young people who are at risk of becoming NEET, disengaged from education, persistently absent, excluded or at risk of exclusion, as well as those who require additional support alongside their existing school or education placement.

Phoenix Pathways begins from a fundamental belief that:

“Circumstance may influence a young person's journey, but it must never be permitted to define the limits of their future.”

Our programme therefore does not begin by asking: “What has gone wrong?” It begins by asking: “What can this young person become, and what conditions will help them get there?”

The Phoenix Pathways developmental journey

The ultimate purpose of Phoenix Pathways is not simply to engage young people in a programme. It is to help them build a pathway beyond it.

To achieve this, the Phoenix Pathways Developmental Journey is envisioned and organised around five developmental stages:

1 Engage: "I belong here."

The learner begins to establish trust, relationships, participation and a sense that Phoenix is a place in which progress is possible.

The central question here is: Can I see myself succeeding here?

2 Stabilise: "I can take greater control of my life."

The learner develops strategies, routines and practical capabilities that create greater stability. This may include emotional regulation, attendance, relationships, money management, healthy choices, communication, independent living and accessing appropriate support.

The central question here is: What do I need in place to move forward?

3 Discover: "I have strengths, abilities, and possibilities."

The learner explores identity, interests, values, talents, skills and aspirations. They encounter new experiences and begin to identify possibilities that may previously have appeared inaccessible.

The central question here is: What could I become?

4 Develop: "I can become someone others can rely upon."

The learner develops personal leadership, communication, teamwork, problem-solving, employability, professional behaviours and contribution. Opportunities should increasingly require the learner to demonstrate responsibility rather than merely discuss it.

The central question here is: What am I capable of when responsibility is placed in my hands?

5. PROGRESS – “I know where I am going next.”

The learner prepares for and transitions towards an identified destination. This may include further education, training, apprenticeship, employment, supported employment, enterprise, volunteering or another purposeful progression route.

The central question here is: What is my next chapter, and what must I do to reach it?

These stages form the Phoenix Pathways Developmental Journey. They do not represent rigid time periods. A learner may require greater emphasis upon particular stages and may revisit them during their programme. Together, however, they describe the intended direction of the learner’s developmental journey.

 

Personalised Curriculum

Not every learner requires the same intensity in every pillar. Individual Pathway Plans should therefore determine additional provision.

  • One learner may require significant emphasis upon: English + confidence + work readiness.
  • Another: emotional regulation + independent living + vocational exploration.
  • Another: GCSE resits + leadership + university preparation.
  • Another: housing stability + Functional Skills + apprenticeship preparation.

All remain Phoenix Pathways learners; and although the destination may change, our standard does not.

Flexible entry – consistent standard

Young people may enter Phoenix Pathways at different starting points. Some may require immediate re-engagement; some may already possess qualifications but lack direction; some may require intensive preparation for independence. Others may be close to employment but require professional skills and experience. Therefore, the starting point may differ, but our commitment to progression does not.

A Different Kind of Timetable

The Phoenix Pathways timetable deliberately avoids replicating an unsuccessful school experience. For example, a typical week might have the following combinations:

MONDAY — PERSONAL & LEARNING

Personal development, English, mathematics and Pathway planning.

TUESDAY — LIFE & LEADERSHIP

Independent living, Money Education Matters, communication and leadership.

WEDNESDAY — WORK

Vocational learning, employer encounters, careers or work experience.

THURSDAY — LEARNING & EXPERIENCE

Functional Skills, practical projects, visits or specialist learning.

FRIDAY — COMMUNITY, REFLECTION & PROGRESSION

Community Challenge, volunteering, Advocate meetings, portfolio evidence and weekly reflection.

Our learners’ timetable should feel purposeful; in other words, it must inspire the following confidence:

“I understand why I am doing this.”

Every learner will build a Phoenix Progression Passport. This is a tangible record of the learner’s journey. This document may contain:
